They aren't clueless...they just want you to think they are. In today's society, they are damned if they do, damned if they don't. Incidents like those described in this article aren't easy to miss, so someone was aware of it.

Sounds to me like a "copy cat" type of the recent Georgia incident, only the girl couldn't bring herself to stab the baby. Kind of like when the subway pushing started and then there were more after that.
